National competition authority
Automated detection of bid rigging across public tenders — data consolidated, risk ranked, and every investigation carried from first signal to decision inside one system.
YEAR
2024 — 2025
SECTOR
Competition and procurement oversight
SCOPE
Risk screening · analytics · affiliation graph · investigation support

TASK
Build a system that finds and stops anti-competitive agreements in public tenders — consolidating data, ranking risk and supporting the investigation that follows.
Deliver the full cycle: design, build, testing, pilot operation and documentation, including the information-security perimeter and readiness for security certification.
RESULT
What we built
One digital chain for tender risk: automatic screening and ranking, with deep-dive analysis and investigation support in the same system.
Decision-support analytics — data marts, dashboards and an interactive country map, plus reports and exports for monitoring.
Affiliation search over a graph of corporate links: visualisation, filtering and ready-made analysis scenarios.
Integration and enrichment from more than eight source systems — procurement records, company and financial-statement registers, the authority’s own document system — with new sources and e-trading platforms added over time.
Machine-learning risk scoring and open-data collection, so screening catches more of what matters.
An investigation workspace: cases with statuses, history, attachments and task workflow, plus notifications when something needs attention.
Personal accounts for external participants, with role-based access and single sign-on.
